Shuli Greenstein
Social Worker (Child)
Shuli has worked in children and families’ statutory social care for over 20 years. She has significant experience of completing comprehensive assessments under the relevant statutory and legislative frameworks including Children Act 1989 and 2004, and Mental Health Act 1983. She has also completed work under the Care Act 2014 and Mental Capacity Act 2005.
Her professional background provides her with a comprehensive understanding of care needs, statutory frameworks, and service provision. She can comment on children’s current care packages and changing requirements from a social care perspective. She has vast experience in relieving tension and negotiating pressure points in statutory funding pathways, liaising with professionals and regulatory bodies to assist in coming to a decision as to who is legally responsible for funding and children’s continuing care, including no recourse to public funds cases.
Shuli has particular expertise in supervisory elements and auditing advice in social care. She uses legal and regulatory frameworks as the basis for assessing provisions.
Shuli has chaired outcomes meetings under Section 47 of the Children Act 1989 and delivered training on working with children with complex needs. She has acted as an expert for local authority fostering panels and conducting unannounced inspections on behalf of the Care Quality Commission.
Shuli has in depth experience in preparation of legal documents, liaising with legal professionals, and presentation of evidence within Court and tribunal settings within her social work. She accepts instructions on behalf of Claimant and Defendant firms to undertake detailed reviews of evidence and provide initial advisory views, support to families, case managers and legal teams, as well as CPR compliant reports commenting on requirements and availability of statutory provisions. Shuli can also provide advice in relation to fostering and parenting assessments, accommodation requirements and placement suitability.
