Rachel has over 20 years’ experience working within adult social care and safeguarding services. She began her career in the care sector working as a Health Care Assistant in residential care settings supporting older people and on inpatient mental health units. This early frontline experience provided Rachel with a strong understanding of the practical realities of care provision and the complex needs of vulnerable individuals.
After qualifying as a Social Worker, Rachel spent 15 years working within a local authority supporting adults of working age with physical disabilities, including sensory impairments, as well as older adults, individuals living with addiction, and people experiencing both organic and functional mental health conditions. During this time, she developed extensive experience in assessment, care planning, and safeguarding within statutory services.
Rachel later moved into a senior leadership position as Head of Social Work, Safeguarding, and Mental Health for a national social care charity, a role she continues to hold alongside her work as an Independent Social Worker and Advocate across adult and children’s social care. Her work spans independent assessments, safeguarding consultation, advocacy, training, and expert witness services.
Rachel’s professional background provides her with a comprehensive understanding of care needs, statutory frameworks, and service provision. She has significant expertise in conducting assessments and advising under key legislation and frameworks including the Care Act 2014, Mental Capacity Act 2005, Mental Health Act 1983, and the NHS Continuing Healthcare Framework.
As an Expert Witness, Rachel provides independent advice to the courts on care provision and support needs. She is experienced in preparing detailed reports and assessments and regularly produces reports for the Court of Protection. Rachel can advise on the design and cost of care packages, including:
– 24-hour care packages
– Waking and sleeping night support
– Double-handed care requirements
– Direct and indirect employment of carers
She is also able to provide expert insight into statutory funding arrangements, care provision systems, and strategic reviews of service delivery, including integrated health and social care models.
Rachel has experience attending court and preparing high-quality, evidence-based reports that support legal proceedings.
