Karl McGilligan

Karl McGilligan is a highly experienced HCPC-registered paramedic and the Regional Head of Public Health for West Midlands Ambulance Service. He also serves as Deputy Director of Infection Prevention and Control and Vice Chair of the National Ambulance Service Infection Prevention and Control Group. With a strong foundation in frontline clinical practice and a career spanning senior and director-level leadership within the NHS, Karl brings expert insight into the governance, delivery, and regulation of emergency and pre-hospital care.

Karl’s independent consultancy work supports health and social care providers in achieving clinical compliance with regulatory standards and statutory obligations. His areas of expertise include public health response, health protection, infection prevention and control, and clinical quality assurance.

Having held a range of operational and strategic roles, Karl has managed clinical care across a variety of settings, from routine medical and minor injuries to trauma and catastrophic incidents. His leadership experience includes overseeing clinical education, quality improvement and service development. He contributes to national healthcare strategy through his work with NHS England and the UK Health Security Agency, helping to shape clinical guidance and public health policy.

In addition to his strategic leadership responsibilities, Karl maintains active clinical practice within the pre-hospital environment to ensure his expertise remains current and evidence based. He also engages in continuous professional development to uphold credibility in his role as a tactical commander. He is able to undertake Breach of Duty in relation to standards of  care provided by Paramedics and Paramedic Expert witness reports related to an accident occurrence. He is also able to advise on major incident responses
